Referendum

The  Fleckney Neighbourhood Plan Examiners Report was submitted to Cabinet on 1 June 2020 to consider all the recommended modifications and to consider and approve the date of the referendum.

The Cabinet meeting approved all of the Examiners recomended modifications and set the referendum date as  the 6 May 2021. The Decision Notice was issued on 19 June 2020.

The Fleckney Neighbourhood Plan Decision statement of the Local Planning Authority’s satisfaction that the referendum version Neighbourhood Plan meets the basic conditions specified by statute and complies with the provision made by or under Section 38A and 38B of the Planning and Compulsory Purchase Act 2004

Referendum Results

Fleckney Referendum Results

The referendum held on 6 May 2021 met the requirements of the Localism Act 2011; it was held in the Parish of Fleckney and posed the question:

'Do you want Harborough District Council to use the Neighbourhood Plan for Fleckney to help it decide planning applications in the Neighbourhood area?'

The count took place on 6 May 2021 and greater than 50% of those who voted were in favour of the Plan being used to help decide planning applications in the plan area. The results of the referendum were:

Examination

Regulation 14

Regulation 14 Consultation was undertaken by the Qualifying Body between 4 June 2018 and 16 July 2018.

Submission to Harborough District Council and Consultation

Fleckney Parish Council as the Qualifying Body submitted the Fleckney Neighbourhood Plan on 17 June 2019. The Council has undertaken a validation check and the Plan will now proceed to a 7 week regulation 16 consultation from Wednesday 24 July 2019 ending on 11 September 2019.

Representations were made to Harborough District Council and the consultation closed on 11th September 2019.

The Qualifying Body have been given the opportunity to comment on the representations. The Qualifying Bodies responses will be made available her in due course.

Examiner Appointment

The Council has appointed Ann Skippers as the Examiner for the Fleckney neighbourhood Plan with the agreement of the Qualifying Body. The examination is expected to commence at the end of October 2019.

Strategic Environmental Assessment

Harborough District Council was asked by the Qualifying Body to screen the Fleckney Neighbourhood Plan for the purpose of determining whether a Strategic Environmental Assessment was required.

The screening outcome was that a full SEA was not required. The screening report can be found here.

Natural England, Historic England and the Environment Agency were consulted on the outcome of the screening and all consultees agreed that a full SEA was not required for the Fleckney Plan.

A determination was issued by the Council and can be found here. The Qualifying Body have been informed of the outcome of the determination.

The report and recommended modification was presented to Cabinet for consideration on 1 June 2020 and approved for Referendum on 6 May 2021 due the COVID-19 response.

 

 

 

 

Approval of Neighbourhood Area

Fleckney Parish Council, as the relevant body, applied for the designation of the Fleckney Neighbourhood Area. The application was published for a six week period ending on 7 March 2016 and was approved by the Portfolio Holder for Planning Services on 24 March 2016.
