The Medbourne Neighbourhood Plan was presented to the Councils Executive Committee on 14 May 2018 for consideration of the Examiners recommended modifications. The Executive approved all the Examiners recommendations and for the Neighbourhood Plan to proceed to referendum on 28 June 2018.

The Medbourne  Neighbourhood Plan Decision statement of the Local Planning Authority’s satisfaction that the referendum version Neighbourhood Plan meets the basic conditions specified by statute and complies with the provision made by or under Section 38A and 38B of the Planning and Compulsory Purchase Act 2004

Referendum Result

A referendum was held on 28 June 2018 and a ‘yes’ vote was returned with 158 out of 169 persons that voted, voting ‘to use the Neighbourhood Plan for Medbourne to help it decide planning applications in the Neighbourhood area.’

Final Decision Statement

Harborough District Council has assessed that the Medbourne Neighbourhood Plan, including its preparation, does not breach, and would not otherwise be incompatible with, any EU obligation or any Convention rights (within the meaning of the Human Rights Act 1998).

In accordance with the Regulations and the Council's scheme of delegation the Medbourne Neighbourhood Development Plan is 'made' and planning applications in the Parish must be considered against the Medbourne Neighbourhood Development Plan, as well as existing planning policy, such as the Harborough District Core Strategy and the National Planning Policy Framework and Guidance

Submission of Medbourne Neighbourhood Plan

Medbourne Neighbourhood Plan was submitted by Medbourne Parish Council to Harborough District Council for examination on 8th December 2017. A consultation in accordance with Regulation 16 of the Neighbourhood Planning Regulations will take place between 7 February 2018 and 22 March 2018.

Strategic Environmental Assessment

The Local Planning Authority has undertaken a screening of the Medbourne Neighbourhood Plan for the effects of the Plan on natural and historic environment. The screening report has been forwarded to Natural England, Historic England and The Environment Agency for comment.

Examiners Report

The Exmainers report into the Medbourne Neighbourhood Plan was received by Harborough District Council on 5 April 2018. The Qualifying Body have considered the report and its contents and the Examiners recommendations will be presented to the Executive Committee on 14 May 2018 for consideration and approval of the recommended modifications.

Approval of Neighbourhood Area

Medbourne Parish Council, as the relevant body, applied for the designation of the Medbourne Neighbourhood Area. The application was published for a 6 week period ending on 13 April 2015 and was approved by the Portfolio Holder for Planning Services on 16 April 2015. Regulation 14 Consultation

The Pre- submission consultation run by the Qualyfying Body is taking place between 29 August and 10 October 2017.
