Planning policies - new Local Plan

Our new Local Plan will set out planning policies in the district for the period to 2031. It will make sure development meets our strategic priorities.  It will:

  • Set out our policies for meeting future needs relating to areas such as housing, employment, community facilities, transport and other infrastructure needed to support development
  • Include strategic allocations of land to meet future needs
  • Set out policies to protect the local environment
  • Identify the boundaries of strategic green space

These policies are important when making decisions on planning applications. Our new Local Plan must be inline with the National Planning Policy Framework (NPPF).

We are preparing a new Local Plan as we identified that there are some areas of national policy that are not reflected in our Core Strategy and that there are a number of policies that are not fully inline with national policy.  

Options for the New Local Plan – current stage

The new Local Plan is at an important stage of development. The latest step is the publication of an Options Consultation Paper (Sept 2015). The paper focuses on meeting the districts’ future need for homes and jobs.  It sets out 9 different options for locating housing and employment across the district and other proposed policy approaches that are being considered by the council. The paper is accompanied by an interim Sustainability Appraisal of the options.

The alternative options presented take into account the requirements of national planning policy and guidance and have been informed by the evidence collected so far. The purpose of the Options Consultation Paper is to seek your views on potential development options to help shape the new Local Plan. You can make comments on the Strategic Planning Consultation Portal until 30 October 2015.

We will assess the alternative options in the light of consultation responses, the results of the sustainability appraisal and other local evidence to identify the most appropriate approach for each topic. We will then prepare and publish a Draft Local Plan for which there will be another public consultation in summer 2016.

New Local Plan timetable (Local Development Scheme)

The Local Development Scheme enables the local community to find out about planning policies for their area and sets out the timetable for the production of the new Local Plan, giving key production and public consultation stages as well as outlining the subject matter and the geographical extent. It also provides information on future Supplementary Planning Documents to be prepared. 

At its meeting on 8 February 2016, the council’s Executive Committee approved a new timetable for the preparation of the Local Plan. The approved timetable is: 

  • November 2015 to September 2016: options assessment and plan writing
  • October 2016: Council approval of pre-submission Local Plan
  • November 2016 to December 2016: consultation on publication pre-submission Local Plan
  • March 2017: submission to Secretary of State for examination  
  • June 2017: examination hearing
  • October 2017: inspector’s report
  • November 2017: adoption   

The new Local Development Scheme 2016 to 2018 shows the updated timetable and enables the local community to find out about planning policies for their area.  It sets out the timetable for the production of the new Local Plan, giving key production and public consultation stages as well as outlining the subject matter and the geographical extent. It also provides information on other plans (including neighbourhood plans) which form part of the development plan for the district and any Supplementary Planning Documents in place.  

The Local Plan preparation timetable depends on council decisions, evidence gathering, and the outcome of discussions with partner organisations (including neighbouring local authorities and other local authorities within the Leicester and Leicestershire Housing Market Area).

Previous Local Plan

Most policies set out in our previous Local Plan have been replaced by our Core Strategy, and these policies will no longer apply. A list of Local Plan policies that continue to apply are set out within Appendix 3 of the Core Strategy.
