Parking fines (Penalty Charge Notices)
The majority of car parks in Harborough District are either owned or operated by Harborough District Council (HDC). Car parks are patrolled by HDC employed Civil Enforcement Officers to ensure that drivers park as safely as possible and in accordance with the regulations in place and clearly sign-posted in each car park.
Anyone who is parked in contravention of the marked regulations in the car parks or on street may be issued with a Penalty Charge Notice (PCN) or fine by the Civil Enforcement Officers.
Pay a parking fine
All appeals regarding parking are handled by Leicestershire County Council.
Please note that the County Council are unable to discuss challenges to PCNs over the telephone; the County Council follow a legal process and all challenges need to be made in writing. Find out more information about appeals and make an appeal online.
