Taxi policy – consultation on revised policy

Published Friday 1 April 2016

Harborough District Council is inviting views on potential changes to its taxi licensing policy.

The policy recognises the need for safe, healthy, convenient, effective and sustainable hackney carriage and private hire services; and how they make an important contribution to the local economy.

The council is inviting comments on any aspect of the policy and its proposed changes.

The main changes to the Taxi Policy are:

  • Introduction of a DVLA Group 2 medical to address recent changes made by the DVLA.
  • Saloon vehicles age restriction to be amended from 5 years to 6 years and have not undertaken no more than 60,000 miles when first licensed as requested by the Taxi Trade
  • Changes to the Taxi Knowledge test to consider introducing a Driving Standards Assessment Test for all new Taxi Drivers
  • Private Hire Exemptions setting out examples of executive style vehicles to allow for transparency.
  • Applicants for Driver’s and Operator’s Licences who are not UK or EU citizens will be required to produce a valid work permit issued
  • Public liability insurance of at least £2million should be taken out for premises that are open to the public (e.g. taxi waiting rooms)

The consultation will close on 1 May 2016.
