Logan and Town Centre Neighbourhood Area

Logan and Town Centre Neighbourhood Forum (2023-2028)

In November 2023 Harborough District Council (‘The Council’) received an application for the designation of the Logan Neighbourhood Plan Area and for designation of Logan Neighbourhood Forum (2023 -2028).

After a 6-week publicity period between 29 November 2023 and 24 January 2024 the Council did not receive any comments relating to the application for the Logan Neighbourhood Plan Area or the designation of the Logan Neighbourhood Forum (2023-2028).

In accordance with Part 2 Regulation 5 of the Neighbourhood Planning (General) Regulations 2012 the Council is able to confirm that the organisation making the application is capable of being a relevant body for the purposes of section 61G of the 1990 Act and the application is in compliance with Part 2 Regulation 5 of the Neighbourhood Planning (General) Regulations 2012.

Reason For Designation

The Council has determined that the Logan Neighbourhood Plan Area as applied for in November 2023 should be extended to include the entire Town Centre Masterplan Area as identified in the Market Harborough Town Centre Masterplan. Little Bowden Neighbourhood Area has already been designated, Welland Neighbourhood Area, although designated, does not extend into the Town Centre and Arden Forum have stated they do not have capacity to consider the town centre within their plan.

The extended area will include the entire ward of Logan and the Town Centre Masterplan area and will allow for consistent planning across the designated area. The Town Centre Masterplan area should be considered as part of the Logan Neighbourhood Plan with input and collaboration with each of the other neighbourhood forums as part of a dedicated steering group with representation from appropriate stakeholders. This will ensure that each ward community along with other stakeholders has a say in how their town centre evolves and, for example,  give an opportunity for communities within the Welland ward to get involved in neighbourhood planning in the town centre when their ward does not intersect with the town centre boundary.

Including the entire Town Centre Masterplan area in one neighbourhood plan will ensure a consistent policy approach for the town centre and ensure that decision makers have only one neighbourhood plan to consider when dealing with an already recognised town centre boundary.

The Logan Neighbourhood Forum have confirmed they agree with this approach.

6 week publicity

The Council considers that the designation of the Logan and Town Centre neighbourhood area as set out above would be consistent with part 61G of the Act and accords with the considerations set out in National Planning Policy Guidance (NPPG) and Logan Neighbourhood Plan Area including the Town Centre is therefore a logical boundary for planning purposes.

The name should be Logan and Town Centre Neighbourhood Plan Area’ and the proposal will be publicised for a further 6-week period from 13 March to 24 April 2024 during which representations will be invited.

A decision on whether to formally designate the aforementioned neighbourhood area will be made by the Portfolio Holder for Planning after the 24 April 2024.

The area has been agreed by all the Forums in Market Harborough including Logan Forum as the relevant body, is not more appropriate to designate as a Business Area, has not previously been designated, includes the entire Logan ward area and the Town Centre Masterplan area, does not overlap with another designated areas, and provides a logical and coherent planning boundary for policy making.

Logan Neighbourhood Forum (2023-2028) has demonstrated that it is capable of meeting the conditions for designation (see section 61F(5) of the of the Town and Country Planning Act 1990 as applied to Neighbourhood Plans by section 38A of the Planning and Compulsory Purchase Act 2004). Logan Neighbourhood Forum (2023-2028) has also explained what steps it has taken to meet the conditions for designation. The name of the forum will be Logan and Town Centre Neighbourhood Forum (2023-2028) as it better describes the area in which it will operate.

As required by the Neighbourhood Planning (General) Regulations 2012 Part 2, Regulation 7

a)         The name of the neighbourhood area: Logan and Town Centre Neighbourhood Plan Area

b)         A map which identifies the area

c)         The name of the neighbourhood forum: Logan and Town Centre Neighbourhood Forum (2023-2028)

Copies of the application letter and plan of the Neighbourhood Area can be viewed on the Council website as per part 2 Regulation 6 of the Neighbourhood Planning (General) Regulations 2012.

The Logan and Town Centre Neighbourhood Forum (2023-2028) has resubmitted their application with revised boundary and name change. The Forum is to be designated for period of 5 years. The Logan and Town Centre Neighbourhood Plan Area and the Forum will be designated after a further 6 week publicity period.
