The  date for the Lubenham Neighbourhood Plan Referendum was 20 July 2017. The Lubenham Neighbourhodo Plan received a 'yes' vote at referendum.

The Lubenham Neighbourhood Plan Decision statement confirms  the  Local Planning Authority’s satisfaction that the draft Neighbourhood Plan meets the basic conditions specified by statute and complies with the provision made by or under Section 38A and 38B of the Planning and Compulsory Purchase Act 2004

Referendum Results

Lubenham Referendum Result

Following a positive referendum result Harborough District Council is publishing its decision to 'make' the Lubenham Neighbourhood Development Plan part of Harborough District Councils Development Plan in accordance with Regulation 19 of the Neighbourhood Planning (General) Regulations 2012.

The referendum held on 20 July 2017 met the requirements of the Localism Act 2011; it was held in the Parish of Lubenham and posed the question:

'Do you want Harborough District Council to use the Neighbourhood Plan for Lubenham to help it decide planning applications in the Neighbourhood area?'

The count took place on 20 July 2017 and greater than 50% of those who voted were in favour of the Plan being used to help decide planning applications in the plan area. The results of the referendum were:

Submission of Neighbourhood Plan

The Lubenham Neighbourhood Plan has been submitted by Lubenham Neighbourhood Plan Steering Group to Harborough District Council for examination.

Regulation 16 Consultation

A six week consultation on the proposed Neighbourhood Plan was held from 25th April until 6th June 2016.

Examination

An Independent Neighbourhood Plan Examiner, Mr Martin S Lee , was appointed by Harborough District Council to undertake the Examination of Lubenham Neighbourhood Plan.

The Examiners report was received by Harborough District Council on 7 March 2017.

A report was taken to the council Executive committee on 8th May 2017 to seek approval to proceed to referendum with the recommended amendments to the plan

Approval was given by Harborough District Council Executive on 8 May 2017 to accept all the recommendations made in the Examiners report and for the Neighbourhood Plan to proceed to Referendum.

Approval of Neighbourhood Area

Lubenham Parish Council, as the relevant body, applied for the designation of the Lubenham Neighbourhood Area. The application was publicised during Sept/Oct 2012 and was approved by on 10 June 2013. Pre-submission Consultation

The pre-submission consultation for Lubenham Neighbourhood Plan was completed by the community between 15th October 2015 and 27th November 2015.
