On 15th October 2018 the Executive Committee approved the Saddington Neighbourhood Plan proceeding to referendum on 10th January 2019. The Executive Committee also approved all of the Examiners recommended modifications.

The Saddington Neighbourhood Plan Decision statement of the Local Planning Authority’s satisfaction that the referendum version Neighbourhood Plan meets the basic conditions specified by statute and complies with the provision made by or under Section 38A and 38B of the Planning and Compulsory Purchase Act 2004

The Neighbourhood Plan Referendum Information Statement sets out the arrangement for the Referendum including costs and voter numbers

Referendum Result

A referendum was held on 10 January 2019 and a ‘yes’ vote was returned with 59 out of 68 persons that voted, voting ‘to use the Neighbourhood Plan for Saddington to help it decide planning applications in the Neighbourhood area.’

Final Decision Statement

Harborough District Council has assessed that the Saddington Neighbourhood Plan, including its preparation, does not breach, and would not otherwise be incompatible with, any EU obligation or any Convention rights (within the meaning of the Human Rights Act 1998).

In accordance with the Regulations and the Council's scheme of delegation the Saddington Neighbourhood Development Plan is 'made' and planning applications in the Parish must be considered against the Saddington Neighbourhood Development Plan, as well as existing planning policy, such as the Harborough District Core Strategy and the National Planning Policy Framework and Guidance

Referendum Result

The referendum held on 10th January 2019 met the requirements of the Localism Act 2011; it was held in the Parish of Saddington and posed the question:

'Do you want Harborough District Council to use the Neighbourhood Plan for Saddington to help it decide planning applications in the Neighbourhood area?'

The count took place on 10th January 2019  and greater than 50% of those who voted were in favour of the Plan being used to help decide planning applications in the plan area. The results of the referendum were:

Examination

Submission of Saddington Parish Neighbourhood Plan

Saddington Parish Neighbourhood Plan was submitted by Saddington Parish Neighbourhood Forum, as the Qualifying Body, to Harborough District Council for examination on 23 February 2018. A validation check has been completed.

Examination

An Independant Examiner, Ms Liz Beth, has been appointed to Examine the Saddington Neighbourhood Plan. Any correspondence between the Exmainer, LPA and Qualifying Body will be made available here.

Strategic Environmental Assessment

Saddington Parish Neighbourhood Forum asked the LPA to screen the Saddington NDP for requirement for a Strategic Environmental Assessment (SEA). A screening report was provided in January 2018 for the pre submission version of the Plan. Statutory Consultees were asked for their comments in February 2018. Natural England, Historic England and the Environment Agency confirmed that they did not consider a full SEA was required for the Plan.

The detemination was issued by the LPA in March 2018 that a full SEA was not required for the Shearsby Neighbourhood Plan. The documents can be found below

Examiners Report

The Examiners report into the Saddington Neighbourhood Plan was received by Harborough District Council on 12th August 2018. The Examiner concludes that with some recommended modifications the Saddington Neighbourhood Plan meets the Basic Conditions and shoudl proceed to Referendum.

The Examiners report is due to be reported to the 15 October 2018 Executive Committee to seek approval to proceed to Referendum. The provisional Referendum date is set for 10 January 2019.

 

 

Approval of Neighbourhood Area

Saddington Parish Neighbourhood Forum, as the relevant body, applied for the designation of the Saddington Neighbourhood Area. The application was published for a six week period ending on  1 July 2016 and was approved by the Portfolio Holder for Planning Services on 18 July 2016.
