Regulation 16 Consultation and Examination

Submission of Plan 

The following documents were submitted by the Great Bowden Parish Council (the Qualifying Body) for Regulation 16 consultaiotn and examination on 30 January 2026..

The Qualifying Body has submitted their statement fo modifications and consider that the review plan requires examination and referendum as the modifications are material and do change the nature of the plan.

The Council has considered the modifications to the Great Bowden Neighbourhood Plan and has provided the following statement of modifications. The Council agrees that the modifications are material and do change the nature of the Plan. The Examiner will be provided with all documentation.

Regulation 16 Consultation

After authorisation by the Director for Planning and the Portfolio Holder for Planning under delegated authority ( Part 3, Section C(1) of the Scheme of Officer Delegations, Annexe A of the Constitution. The Neighbourhood Planning Scheme of Delegation – approved by Cabinet on 5 October 2020) the Regulation 16 Consultation is schedueld to commence on 25 February to 8 April 2026 (6 weeks).

Examiner appointment

The Qualifying Body and the Disitrict Council have agreed to appoint Mr Andrew Ashcroft as independent examiner to the Great Bowden Neighbourhood Plan. The repsonses to the Regulation 16 consultaiotn have been forwarded to the examiner.

Jelson Homes requested that their letter for clarity after a planning decision on 16 April 2026 was provided to the examiner

After an unaccompanied site visit the examiner had a number of clarificaiton questions for the District and Parish Council.

Basic conditions statement consultation Wednesday 20 May to Wednesday 3 June 2026

On 11 May 2026, Harborough District Council received an amended Basic Conditions Statement to accompany the Great Bowden Review Neighbourhood Plan, taking into account the provisions of Sections 98 and 99 of the Levelling-up and Regeneration Act (LURA) 2023 which came into force on 25 March 2026. The council has assessed the amended Basic Conditions Statement in accordance with the relevant legislation and has validated the document. The Council are now seeking views of people who live, work and carry out business in the area.

What can be commented on?

Comments are invited regarding whether the submitted basic conditions as amended complies with Section 98 and Section 99 in the Levelling-Up and Regeneration Act 2023 (as amended).

Comments should relate only to the amended Gt Bowden Basic Conditions Statement. This is not an opportunity to comment further on the Great Bowden Review Neighbourhood Plan, as the Regulation 16 consultation closed on .8 April 2026

Comments cannot be accepted if anonymous. All information received is public information and will be provided to the examiner (subject to the General Data Protection Regulation).

Neighbourhood Plan Review

SEA screening

Gt Bowden Parish Coucnil submitted the draft Gt Bowden Neighbourhood Plan Review to HDC for screening for the purposes of SEA requirement in April 2025.

In June 2025 the Council sent the screening report to the statutory consultees for comment. The screening found that a full SEA was not required.

In July 2025 the Counil issued its SEA determination for the Great Bowden NDP Review Plan. The Plan was not found to require a fuill SEA.

Regulation 14 Consultation.

The Qualifying Biody ( Gt Bowden Parish Council ) are undertaking the Regulation 14 consultation between 8 September to 26 October 2025.

Approval of Neighbourhood Area

Great Bowden Parish Council, as the relevant body, applied for the designation of the Great Bowden Neighbourhood Area. The application was published for a 6 week period ending on 27 November 2015 and was approved by the Portfolio Holder for Planning Services on 5 December 2015.
