Regulation 16 Consultation and Examination	Submission of Plan The following documents were submitted by the Qualifying Body for Regulation 16 consultation and examination on 10 February 2026. Scraptoft NDP Review - submission version plan Scraptoft Review Consultation Statement Scraptoft Review Basic Conditions Statement The Qualifying Body has submitted their statement fo modifications and consider that the review plan requires examination but not referendum as the modifications are material but do not change the nature of the plan. QualifyIng Body Statement of modifications - Scraptoft NDP Review Other documents submitted Housing Needs Assessment Design Guide and Codes Important Views Local Green Spaces and Open Sapce Sport and Recreation sites The Council validated the plan in February 2026 Read the Scraptoft NDP validation document The Council has considered the modifications to the Scraptoft Neighbourhood Plan and has provided the following statement of modifications. Read the LPA statement of modifications for Scraptoft Review NDP Regulation 16 Consultation After authorisation by the Director for Planning and the Portfolio Holder for Planning under delegated authority ( Part 3, Section C(1) of the Scheme of Officer Delegations, Annexe A of the Constitution. The Neighbourhood Planning Scheme of Delegation – approved by Cabinet on 5 October 2020) the Regulation 16 Consultation is schedueld to commence on 18 March 2026 until 29 April 2026 (6 weeks).
Neighbourhood Plan Review	Scraptoft Parish Coucnil commenced their review of the adopted neighbourhood plan in 2025. In November 2025 the Parish Council asked Harborough District Coucnil to undertake a Strategic Environmental Assessment Screenign Report Read the Scraptoft SEA Screengin Report The evidence provided by the PC to support the screening report can be foudn here Appendix 1 Housing needs Assessment Appendix 3 Local Green Sapce and Open Space Appendix 4 Important Views Scraptoft NDP Review (draft Version) Nov 2025 The Screening report has been forwarded to the statutory consultees for comment Regulation 14 Consultation Scraptoft Parish Council commenced their Regualtion 14 (presubmission ) consultation for a seven week period , commencing on 04 December 2025 and closing on 23 January 2026. Approval of Neighbourhood Area	Scraptoft Parish Council, as the relevant body, applied for the designation of the Scraptoft Neighbourhood Area.
