The purpose of the Authority Monitoring Report (AMR) is to monitor progress against the objectives of the adopted local plan (and prior to 2019, against the objectives of the adopted Core Strategy). It enables the Authority to monitor how effective the policies within individual Development Plan Documents are in meeting the vision set out in these. 

The AMR Report also reviews the timetable set out in any current Local Development Scheme for Harborough District Council and assesses progress against this. 

The 5 Year Housing Land Supply position statement provides information on the level of housing supply within the district including a five-year housing land supply calculation and a housing trajectory for the remainder of the development plan period.

The adopted annual housing requirement is 557 dwellings per year from 01 April 2011 to 31 March 2031. The government adds to this any shortfall of past delivery from 01 April 2011, and a 5% buffer to ensure choice and competition in the market for land. This equates to an annual housing requirement of 585 dwellings per annum (dpa) for Harborough District, between 2022/23 and 2026/27. Site assessments and housing projections for the period 2022/23 to 2026/27 indicate that 4,346 homes will be built which, is equivalent to 7.43 years of housing supply.
