The Statement of Community Involvement

The Statement of Community Involvement (SCI) explains how parties with an interest in planning issues in the District can engage with the planning system. Essentially its sets out who, when and how the authority will consult when developing new planning policy and processing planning applications.

Harborough District Council is responsible for the preparation of planning policy documents principally the Local Plan (Plan-making) and the determination of planning applications (Development Management). The opportunity for the community to be involved with both these aspects is an essential part of good planning.

The Council are required to prepared and review the SCI in line with the Planning and Compulsory Purchase Act 2004 (as amended) and the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).
Previous versions of the SCI were published in March 2015 and February 2020. An amended and updated version was adopted in June 2025 which replaces the previous adopted SCI.

The adopted version of the SCI is available to view at HDC’s offices during normal opening times and can be downloaded below.
