This study provides a clear picture of existing and future needs for open space and sport and recreation in Harborough District and the current ability to meet those needs in terms of quality, quantity and accessibility. The study was undertaken in accordance with the requirements of Planning Policy Guidance Note 17 (Planning for Open Space Sport and Recreation, July 2002) and its Companion Guide (September 2002) but has been continually updated to ensure the data is up to date and relevant.

The National Planning Policy Framework (NPPF) 2012 states that Planning policies should be based on robust and up‑to‑date assessments of the needs for open space, sports and recreation facilities and opportunities for new provision. The assessments should identify specific needs and quantitative or qualitative deficits or surpluses of open space, sports and recreational facilities in the local area. Information gained from the assessments should be used to determine what open space, sports and recreational provision is required.

Data within the PPG 17 assessment has been continually updated to reflect the current local circumstances, and a review of the open space needs throughout the District will be undertaken throughout 2015 as part of the Open Spaces Strategy update and to take account of changes in the National Planning Policy Framework.
