1. What services are included in the new contract?
A: The contract covers three core areas of Environmental Services: Waste Management, Street Cleansing, and Grounds Maintenance.
2. Why is the council retendering this contract?
A: The existing contract has been in place since 2009 and has undergone several extensions. Retendering now allows the council to test the market and ensure it continues to receive the best value for money.
3. When will the new contract begin?
A: The new contract is scheduled to start on 1st April 2027, following the successful completion of the procurement process.
4. What does the procurement process involve?
A: The council will undertake a competitive and flexible procurement process, managed by Welland Procurement to ensure full compliance with current legislation. The Procurement Act 2023, which came into force on 24th February 2025, replaces previous regulations. Any procurements or frameworks initiated before this date will continue under the Public Contracts Regulations (PCR) 2015.
5. What is the council aiming to achieve through this process?
A: The goal is to award a contract for the period 2027–2034, with the option to extend for up to 7 additional years. This structure is designed to attract a broad range of bidders, encourage healthy competition, and deliver long-term value for residents and the council.
6. How long will the procurement process take?
A: The process officially commenced on 28th July 2025 with the publication of the UK3 Planned Procurement Notice, which alerts the market to the upcoming opportunity. Final tender documents will be released in due course.
7. Will there be any impact on current service delivery?
A: No. The current high standards of service will be maintained throughout the procurement process. There will be no disruption to existing services.
