The Great Glen Neighbourhood Plan Decision statement of the Local Planning Authority’s satisfaction that the draft Neighbourhood Plan meets the basic conditions specified by statute and complies with the provision made by or under Section 38A and 38B of the Planning and Compulsory Purchase Act 2004

The Town and Country Planning Statement  sets out general information as to town and country planning including neighbourhood planning and the referendum.

Following a positive referendum result Harborough District Council is publishing its decision to 'make' the Great Glen Neighbourhood Development Plan part of Harborough District Councils Development Plan in accordance with Regulation 19 of the Neighbourhood Planning (General) Regulations 2012.

Referendum Results

Great Glen Referendum Results

The referendum held on 23 November 2017 met the requirements of the Localism Act 2011; it was held in the Parish of Great Glen and posed the question:

'Do you want Harborough District Council to use the Neighbourhood Plan for Great Glen to help it decide planning applications in the Neighbourhood area?'

The count took place on 23 November 2017 and greater than 50% of those who voted were in favour of the Plan being used to help decide planning applications in the plan area. The results of the referendum were:

Examination

The first  Regulation 16 consultation for the Great Glen Neighbourhood Plan took place between 24 August 2016 and 5 October 2016. The Qualifying Body is currently considering a representation from Historic England regarding the requirement for a Strategic Environmental Assessment after a screening report in September 2016.

The Qualifying Body withdrew the first submission of the Great Glen Neighbourhood Plan, and has resubmitted a revised version.

Regulation 16 consultation

Great Glen Parish Council submitted the revised version of the Great Glen Neighbourhood Plan for Examination to Harborough District Council on 26 January 2017 . After the validation check was completed the Regulation 16 consultation took place between 8 March 2017 and 19 April 2017.

Regulation 16 Consultation

An Independent Examiner, Ms Liz Beth, has been appointed to undertake the Great Glen Examination.

Examiners Report

The examiners report was received in July 2017. Read it here.

The report will be submitted to the Councils Executive in September 2017. The Executive will make the decision to accept or reject the Examiners recommendations and whether the Great Glen Neighbourhood Plan should proceed to referendum.

Withdrawal of report from 4 September Executive Committee

To allow time for the Qualifying Body and Local Planning Authority to consider a representation letter received from a community group ('Objectors to Oaks Road') on 1 September 2017, the decision was taken to withdraw the Executive report of 4 September 2017.

The next target date for Executive to receive the Examiners report and consider the amendments to the Great Glen Neighbourhood Plan is 9 October 2017, with the referendum date set accordingly. At that meeting the Executive will make the decision whether the Plan should proceed to referendum.

Executive Committee Decision

At the Executive Committee meeting on 9 October 2017, the Executive approved all the Examiners recommended amendments to the Great Glen Neighbourhood Plan, and approved the Plan to proceed to referendum on the 23 November 2017.

Approval of Neighbourhood Area

Great Glen Parish Council, as the relevant body, applied for the designation of the Great Glen Neighbourhood Area. The application was publicised for a six week period ending on 25 April 2014 and was approved by the Portfolio Holder for Planning Services on 4 June 2014.
