- Reimbursement for projects or purchases made before the grant was approved.
- Significant construction projects or building purchases that exceed the scope or budget of the grant.
- Activities that lack clear long-term benefits, feasibility, or conflict with Council priorities.
- Funding for cash prizes, gift cards, or giveaways unrelated to project outcomes.
- Costs for alcohol, excessive hospitality, or activities viewed as purely social entertainment without a wider community benefit.
