Decisions made at Full Council meeting – 27 March 2017

The outcomes of items considered at Harborough District Council’s Full Council meeting on Monday 27 March 2017.

Councillors noted an update on proposals to change parliamentary constituencies within Harborough district and the representation of residents by MPs. The Boundary Commission for England (BCE) published its initial proposals for the 2018 Review of Parliamentary Constituencies in September 2016. These were reported to Harborough District Council on 24 October 2016 giving the council an opportunity to respond.  Responses submitted to the BCE by the council can be viewed on the council’s website here. The BCE has been undertaking a further period of public consultation with comments invited on the representations it has received so far. These can be viewed at www.bce2018.org.uk . When the Government receives the final report of the BCE, it will lay it before Parliament.

Councillors accepted Independent Remuneration Panel recommendations as part of a review of elected members’ allowances. Members’ allowances are reviewed every four years having last been looked at in February 2013. The full list of recommendations put forward by the panel can be viewed on the council’s website here. Member allowances ensure councillors are not financially penalised for carrying out their council duties, and reflect the responsibilities, travel demands and time commitment of their roles. The recommendations will be implemented from April 2017.

Councillors approved the District of Harborough (Off Street Parking Places) Order 2017 which sets out how council-owned car parks will be run and improved in the coming years. Councillors considered public feedback received as part of a recent consultation on proposals. The new parking order sets out the introduction of new ticket machine payment methods and electrical charging points, coach parking provision, redesigning car parks, introducing car park charging at Symington’s Recreation Ground, removal of some private car parks from the order, and amendments to car parking tariffs.
